David grew up in Decatur, Indiana. He was still a student at Indiana University when he began in the well-known insurance business in 1969 (located on corner of Madison Street and 3rd Street). He met Sandra Singleton at Decatur High School. They both went to Indiana University where Dave majored in Business Management and Sandy got her Bachelor of Science degree in Secondary Education specializing in Home Economics. They returned to their hometown of Decatur where they have been very loyal community supporters.

David’s love for his community is marked by the way he selflessly gave his time to his hometown.

David was devoted and enthusiastic about serving the Boy Scouts of America through numerous leadership roles over the last 40 years; including Explore Scout Leader, Cub Master of Cub Pack 3072, Scoutmaster of Troop 72, Troop Committee Member, County Commissioner for Scouting, and District Eagle Advancement Chairman for 25 years. David received the Silver Beaver which is the highest adult leadership award in Scouting at the council level. He was committed to helping young men build character.

David served on the Decatur Chamber of Commerce Board, as a founding member of the Adams County Ducks Unlimited, and on the Adams County Community Foundation for 10 years, where he managed the renovation of the current site.

David was a life-long member of the First United Methodist Church and served in many areas of the church such as, Youth Leader in the early 1970s, member of the Pairs & Spares Sunday School class, Missions Committee, Evangelism Committee, Pastor Committee, Parish Committee, Trustee Committee, & Memorial Committee. He organized two Lay Witness Missions, organized & led Homecoming Celebrations. He also led various remodeling projects at the church. Additionally, he chaired the committee that established the Church’s Endowment Fund.

For his dedication and service to his community, David was awarded the Stephen Decatur Award in 1997 by the City of Decatur.

During his service the ACCF grew grant funding from a single distribution in 2005 to the current four distributions a year. He has assisted with the decision to expand the grants distribution while keeping the guidelines and integrity of the grant awards in strict order. This is thanks to David Collier’s vision and guidance to serve more nonprofit organizations and Adams County residents.

David and Sandy Collier have been founding contributors for five endowed funds and a legacy fund with the first: the Boys Scout Campership Fund (1998). These funds are set up to help Adams County residents. The Community Enrichment funds are David & Sandra Collier Fund, Doyle & Sara Lu Collier Memorial Fund and the Roger & Betty Singleton Memorial Fund were established to remember and honor David and Sandy’s parents. The Boy Scout Campership Fund was established to provide financial assistance for scouts planning to participate in camperships programs. The David and Sandy Collier & Family D-A Fund was established to provide support for nonprofit organizations serving Adams County residents. Adams County is very fortunate to have this generous couple continue to support our community.
